For most of the past three decades, the economics of industrial material sourcing pointed in one direction: offshore. Reshoring—the practice of shifting supply back to domestic producers—has moved from a niche policy aspiration to a genuine strategic priority for a significant portion of the US manufacturing sector.
But reshoring is not a simple solution. It carries its own costs, constraints, and tradeoffs that procurement leaders need to evaluate honestly before committing capital and relationships to a new sourcing model.
The Vulnerabilities That Forced the Conversation
The supply chain disruptions of 2020 through 2022 were, for many manufacturers, an education in concentration risk. Operations that had built lean, just-in-time procurement models around a small number of overseas suppliers discovered that efficiency and resilience are not the same thing. What Reshoring Actually Costs
The case for domestic sourcing is compelling in principle. Shorter lead times reduce inventory carrying costs and improve production flexibility. Geographic proximity enables closer supplier relationships and faster response to quality issues. Domestic sourcing insulates operations from currency fluctuation, international logistics disruption, and the political risk associated with dependence on foreign supply.
But the transition carries real costs that advocates of reshoring sometimes understate.
For many material categories, domestic production capacity is genuinely constrained. The US manufacturing base contracted significantly during the offshoring era, and rebuilding it takes time and capital. A manufacturer that commits to domestic sourcing for a material category where domestic supply is limited may find itself competing aggressively for allocation from a small number of domestic producers—potentially trading one form of supply risk for another.
Domestic materials frequently carry higher unit costs than imported equivalents, even after accounting for tariffs and logistics. For cost-sensitive applications in competitive markets, this differential can be meaningful. Manufacturers need to model the full landed cost of domestic versus international supply—including inventory, quality, and risk-adjusted costs—rather than comparing base material prices in isolation.
There is also the question of specification alignment. Some specialty materials that US manufacturers have come to depend on are not produced domestically in the required grades, forms, or quantities. For these categories, reshoring is not currently a viable option regardless of strategic preference, and the realistic alternatives involve qualifying new international suppliers in lower-risk geographies rather than eliminating international sourcing entirely.
A More Nuanced Framework: Portfolio Thinking in Procurement
The most effective response to supply chain fragility is not a wholesale shift from international to domestic sourcing. It is a deliberate, category-by-category analysis that applies different sourcing strategies based on the risk profile and strategic importance of each material.
This framework begins with segmentation. Not all materials carry equal risk or equal strategic weight. A commodity material available from multiple domestic and international sources warrants a different strategy than a specialty input with limited global supply. Materials that are directly tied to compliance requirements—domestic content thresholds in federal contracts, for example—warrant different treatment than those procured purely on commercial terms.
For high-risk, high-criticality materials, dual sourcing—maintaining qualified domestic and international suppliers simultaneously—is increasingly the standard of prudent practice. The incremental cost of qualifying and maintaining a second source is, in most cases, substantially lower than the cost of a supply disruption.
For materials where domestic capacity is adequate and cost differentials are manageable, transitioning primary supply to domestic sources makes strategic sense and is increasingly supported by favorable policy economics. Federal incentives, state-level manufacturing grants, and the reputational value of domestic supply chain credentials in certain market segments can offset a portion of the unit cost premium.
For categories where domestic supply is genuinely unavailable or inadequate, the priority should be geographic diversification of international supply rather than concentration in a single low-cost country. Qualifying suppliers in allied nations with stable trade relationships—Mexico, Canada, and a range of European and Southeast Asian markets—reduces geopolitical exposure without requiring the full cost and timeline of domestic reshoring.
The Supplier Development Imperative
Whatever sourcing strategy a manufacturer adopts, the quality and reliability of domestic supply will remain a persistent concern as the reshoring movement matures. Domestic producers that have been operating at reduced capacity for years may require investment in process development, quality systems, and specification alignment before they can reliably meet the requirements of demanding industrial customers.
Manufacturers that treat reshoring as a purely transactional sourcing decision—replacing an overseas supplier with a domestic one without investing in the relationship—are likely to encounter quality and consistency problems that undermine the strategic rationale for the transition. The manufacturers that will benefit most from the reshoring moment are those that engage with domestic suppliers as development partners: sharing technical requirements, providing feedback on quality performance, and investing in the supplier's capability to meet increasingly demanding specifications over time.
